	The Eastmoreland Neighborhood Tree Committee will hold a meeting, from 7pm to 8:30pm in the Duniway School library.</p>
<p>
	We will discuss an up-coming tree planting, scheduled for early November, 2012, as well as the importance of species diversity in street trees.</p>
<p>
	All residents are welcome to come.</p>

	Nearby neighbors in a rental property in Eastmoreland have started a band that rehearses regularly in a detached garage that is not sound proofed. They have the full suite of sound equipment...it is impossible to hear TV, radio, or a conversation when windows are open and they are playing. Has anyone had any luck with the city enforcing noise ordinances? The landlord is totally absentee and could care less, it seems. I'm also wondering if there is a noise ordinance specific to Eastmoreland? </p>

	<span style="font-family:tahoma,geneva,sans-serif;"><span style="font-size:12px;">Monday, July 30 is the date for the 2012 Johnson Creek Charity Golf Classic at Persimmon Country Club in Gresham.  </span></span></p>
<p>
	<span style="font-family: tahoma,geneva,sans-serif;"><span style="font-size: 12px;">The Eastmoreland Neighborhood is located </span></span>within the Johnson Creek Watershed, and the Watershed Council seeks foursomes of golfers to play in their "first annual" golf tournament.  Cost?  $500 team entry per foursome includes:  18 holes of golf with powered carts, continental breakfast, hot dogs & hamburgers at the turn, post tournament awards reception and dinner.</p>

	Johnson Creek also seeks sponsors for the golf holes - cost is $1000 per hole, which includes payment for a team of four golfers. </p>

	<strong>The proliferation of signs along Reed College Place has become an ugly nuisance.</strong> There are now four lawn signs in the center parkway at Duniway School, the most recent placed there by the neighborhood association. This is a public parkway, owned by the city, with the same status as a public park. It is not a place to endorse any cause, even non-profit. Those who have causes they want to promote should consider placing the signs in their own yards or recruiting friends who will do the same. That the neighborhood association supports use of the parkway for advertising, at a time when it claims to be taking over maintenance, does not suggest good management policies. With signs already in place, the next supporter of an event or cause -- or maybe a real estate salesman -- will be more inclined to add his or her own contribution to the collection.</p>

In over twenty years, we have never had a package taken from our porch (which is mostly enclosed).  On 1/24, UPS left a package and it was not there on 1/26 when we returned home.  The UPS driver left it totally out of view from the street and sidewalk.  That means someone walked up onto our porch with the intention of . . . 	<span style="font-family: georgia,serif;"><span style="font-size: 10px;"><span style="font-size: 14px;">So-called city leaf pick-up yesterday left a great deal to be desired.  In front of my house is a big gutter that takes run-off from 34th to Reed College Pl. and from over half way down the blk. on Reed College Pl.  Yet the city did not sweep that area, so today it is backed up.  What are we paying for?  Other areas in Eastmoreland were also sloppily swept.  Let's call this to the attention of the city now.</span></span></span><br />

	To provide some background for the November 1st T-Moble meeting at Dunniway Grade School in the cafeteria at 7pm, here are some facts about this installation:<br />
	<br />
	1) This cellular antenna placement location, <u>that will only help T-Moble Customers in Eastmoreland, </u>was opposed by the Eastmoreland Neighborhood Association in the Fall of 2008.<br />
	2) Both T-Moble and the Portland City Office (formerly called the Office of Cable and Franchise Management  and now renamed as the Office of Community Technology) decided to not develop the site in 2009 - even when contacted a year later in 2010 to confirm their prior decision(s).<br />
	3) This site has a planned antenna to be pointed directly at the second floor of a family home at under 50 feet. With the increased wireless traffic of current technology phones, there is no accurate research or current scientific consensus as to whether this technology is environmentally safe to be residing less than 50 feet from the antenna emitter.<br />
	4) While all streets surrounding our neighborhood are categorized as a level 4 (the last category of a Portland city street to have an antenna placement), there are better placement alternatives for wireless communication facilities to be placed for singular or multiple antenna installations.</p>
<h3>
	<strong>A feasible alternative that needs to be voiced at any Portland city cellular antenna placement meeting would be the following:</strong></h3>
<p>
	<br />
	<strong>The best alternative for everyone would be to place an antenna structure, disguised as a tree, on the west side of the 9th hole of the Eastmoreland Public Golf course. This structure would:</strong></p>
<ul>
	<li>
		<strong>be far from homes and would create a safe "boundary" around the antennas. </strong></li>
	<li>
		<strong>The signal would spread out from the tower so that concentrated cellar communication traffic would be nowhere near children's bedrooms, like the current option. </strong></li>
	<li>
		<strong>The equipment box that would require a rather loud cooling system, that would be on during warmer days when people are more likely to be outside, could be placed in the ground and not bother golfers. </strong></li>
	<li>
		<strong>Perhaps the funds that would be collected by multiple cellular communications companies could go to help the Portland City Office of Parks and Recreation as well as support other offices and city programs. </strong></li>
</ul>

	Eastmoreland, Sellwood/Moreland and Brooklyn Neighborhoods will participate in a tree-planting project, sponsored by Friends of Trees.  The planting will take place on Saturday, November 5, 2011.  Our gathering place is the Moreland Presbyterian Church, 1814 SE Bybee Ave.</p>

	Volunteers are welcome to help plant trees.  Training provided.  Please dress for the weather, including sturdy shoes.</p>

	Dear Neighbors:<br />
	<br />
	This has been a busy summer.  We have made good progress on a number of fronts and received a healthy scare on others.<br />
	<br />
	On the good news front, we have completed the rehabilitation of Reed College Place.  A few spots still are roped off and are awaiting a second seeding.  Overall, the centerpiece of our neighborhood is quite changed from the spectacle of last year when the city stopped watering and maintaining the seven block area.  On the Union Pacific Railroad litigation front, we have completed a very successful discovery effort and have a good solid position to take forward to the judge.<br />
	<br />
	On the healthy scare front, a developer proposed knocking down one of the beautiful Eastmoreland houses and replacing it with two "skinny" houses.  We were surprised to find out that decisions by the Portland city council have eroded traditional zoning laws.  A groundswell of sentiment helped change the developer's mind.  we will be working on changes to keep the character of our neighborhood intact.<br />
	<br />
	A second round of the annual appeal will be hitting mailboxes soon.  This will be addressed only to those who did not respond to the first effort.  The funds go to preservation of our park, inoculating trees, maintaining trees and ground cover along Reed College Place, and supporting our efforts to block expansion of the Brooklyn Railyards into our neighborhood.   Not to mention other projects like the 4th of July Parade, the annual garage sale, the newsletter, and many other projects.  Please help us make Eastmoreland a better place to live.<br />

	Hi Neighbors, Since August 4, we have been hearing very audible and bothersome backing beeps from the unloading tractors at the Brooklyn Yard. They are present throughout the day and evening until about midnight. I have lodged complaints with both the City of Portland and with Union Pacific. Has anyone else been bothered by this? It may be a portent of things to come if we do not get active to prevent the planned vacating of the injunction that has made Eastmoreland what it is today. -- Bruce Gilley</p>

	The Oregonian just posted an interesting story about Precision Castparts release of toxic chemicals into the air from earlier this year on May 11.   A combination of errors lead to the problems.  Air currents at the time pointed toward Eastmoreland from the factory (according to KGW-TV).  However, the telephone warning system for those living downwind failed.</p>

	Welcome to the Eastmoreland web site.  We are midway through a dramatic change in the way neighbors communicate.  Given the pace of modern jobs and family, few of us have the time for meeting on a day to day basis.  Mail, though still good, is often clogged with ads and appeals. <br />
	<br />
	Almost all of us are now on the internet, so with the invaluable help of the webmaster, Bert Sperling, we are edging towards email and web communications.  Please do sign up on the new web site and use it or email to check in with us.  We are very interested in your concerns – so interested that we have been known to place newcomers at the front of the parade and ask them to lead!</p>
<p>
	A great deal is happening at the moment:</p>
<ol>
	<li>
		The city has reduced city services across the board – police, park, and transportation are the areas of the most importance.  We have stepped up to save the trees along Reed College Place as well as maintaining the beautiful Bybee park.  We are actively involved with a vastly more political city hall than any in our city’s recent history and we need all the help and encouragement we can find.</li>
	<li>
		Union Pacific has continued a hundred year long fight to extend rail operations through Eastmoreland and Sellwood and on to Tacoma in the south.  They plan to both extend the geographic scale of their operations and to increase tonnage by a factor of three.  Most of the tonnage will involve additional truck traffic and emissions along 99E and will directly affect us.  We are currently opposing this in federal court.</li>
	<li>
		TriMet and Metro have plans to rebuild the Bybee Bridge in order to facilitate light rail next to the golf course.  They are not including parking, nor have they considered all of the traffic and safety issues.  We are also highly involved in this issue.</li>
	<li>
		Our first annual appeal has started very well and we are working to expand it.  If you haven’t already contributed, please do.</li>

		And, as always, we are inoculating trees, running the garage sales, the 4<sup>th</sup>of July parade, and many other projects.</li>
