Regarding elm tree pruning between April 15 & Oct 15, Dave Kahler of Portland Urban Forestry said there are times when pruning of elm trees is permitted. This is done with Urban Forestry input and requires a permit from Urban Forestry before the pruning may be done.
 
What follows is information I received from Dave shortly before our elm inoculation last weekend (July 9):
 
Pruning elms during the growing season moratorium (April 15-October 15) is certainly strongly discouraged and rarely permitted.  However, we recognize that some minor pruning may inevitably be necessary to maintain safe communities by clearing stop signs, traffic signals, street intersections and sidewalks.  Therefore, Portland Parks Urban Forestry Division may permit limited pruning on a case by case basis under strict conditions.  They include but are not limited to:
  • Only minimal pruning for safety clearance will be considered.
  • Debris must be disposed of properly (chipping) and immediately.
  • All pruning tools are to be disinfected between different trees.
  • All pruning wounds over 1" diameter are to be treated with a wound dressing (pruning paint) to help avoid attraction of bark beetles (this is the only situation where we recommend wound dressings).
